What gets more priority? Validation or Substitution

 In terms of priority, validation rules take precedence over substitution rules.

This means that validation rules are executed first, and if a validation rules fails (i.e.., the data doesn't meet the specified criteria), the document won't be saved, and substitution rules won't be processed.
